Scope of Project

The Government approved the National e-Governance Plan (NeGP), comprising of 27 Mission Mode Projects (MMPs) and 10 components like SWAN, CSC, SDC etc., on May 18, 2006. E-Government procurement (e-GP) has been identified as one of the Mission Mode Projects as a part of NeGP. This MMP is being implemented to ensure that government procurement becomes simplified, transparent and result-oriented. Ministry of Commerce, Government of India has selected HP as a Pilot State under Mission Mode Project in a National Level. Ministry has contracted NISG for the preparation of Detailed Project Report (DPR), Request for Proposal (RFP) and PwC have been selected as consultant for this project. The project will be implemented in the State in PPP mode.

   
Status of Project

1)PWD 2)IPH 3)HRTC 4)HPSEB 5)Forest 6)Food & Civil Supplies 7)Industries 8)Health. PwC is supposed to prepare Procurement Assessment Report for Himachal Pradesh and forward the same to NISG. Some data for this Procurement Assessment Report is still awaited from IPH, HPSEB and PWD. However, in the meanwhile, PwC has forwarded the Procurement Assessment Report for Himachal Pradesh to NISG on 4th July, 2008. Comments of NISG are expected before the Round Table in New Delhi on 17-18th July, 2008. Their comments will be incorporated in Detailed Project Report (DPR) and Request for Proposal (RFP). Further, as a step to prepare the DPR and RFP, PwC has sent a data collection questionnaire which has been circulated to all departments/ corporation/ boards on 25th June, 2008. We expect the responses from all departments by 25th July, 2008. The same will be forwarded to PwC for preparation of DPR and RFP.A draft memorandum for the consideration of the council of ministers was sent to Hon’ble Chief Minister. As per the directions, letters were sent to above-mentioned 8 departments in April 2008 for getting their views on the draft memorandum for the consideration of the council of ministers. Views from IPH, HPSEB and PWD are still awaited. After incorporating their views draft memorandum for the consideration of the council of ministers will be sent again.
