| Scope of Project |
The project envisions CSCs as the front-end delivery points for Government, private and social sector services to rural citizen, in an integrated manner. The objective is to develop a platform that can enable Government, private and social sector organizations to align their social and commercial goals for the benefit of the rural population in the remotest corners of the country through a combination of IT-based as well as non-IT-based services.

- Public Private Partnership (PPP) project.
- Capital expenditure to set-up CSC infrastructure is to be borne by private partner.
- Rs.53.3 crore outlay sanctioned by GoI for providing revenue support to be given to the private parties for a period of 4 years.
- Funds are to be shared equally between central and state government.
- State government can utilise Additional Central Assistance (ACA) for National e-Governance Plan (NeGP) given by Department of IT, Go separately to meet its share of providing revenue support for funding the project.Provision of additional assistance of 2% of the total funds sanctioned for the project for administrative expenses of the SDA.

| Role of the State Government and IT Department |
Society for Promotion of IT and e-Governance (SITEG) under the aegis of Department of IT was appointed as the implementing agency. The State Government through its agency will act as facilitator for implementing the scheme. Government will provide policy, regulatory and other support at State level. It will also provide support in integration of IT enabled and other Government Schemes into the CSC Scheme. To make the whole scheme financially viable the Government will provide Revenue Support to the SCA based on price discovery determined through the bidding process over a period of four years.

| Status of the Project |
Activities done till now:
- Preparation of Tender for inviting technical and commercial bids for implementing the scheme in the state.
- Issuance of the CSC tender in order to select private parties called as Service Centre Agencies (SCA) for each of the three revenue divisions. As per the guidelines from GoI, minimum 2 parties had to be short listed for implementing the scheme in the state.
- Technical and Financial evaluation of tender L1bidders for each of the three divisions are
- Shimla: Consortium of Tera Software and GNG (Rs.-10/-)
- Mandi: Consortium of Tera Software and GNG (Rs.-14/-)
- Kangra: Zoom Developers (Rs.1190/-)
- Letter of Intent issued to Tera software for implementation of the project in Shimla and Mandi division.
- Master Service Agreement is to be signed with Tera Software for Shimla and Mandi Division.Letter of Intent has been issued Zoom Developers Pvt. Ltd. for implementing the scheme in Kangra division.

| Benefits to citizens |
Around 90% of citizens of the State live in rural areas. The rural areas are generally remote and difficult to reach. The CSC will create IT infrastructure up-to the village level and therefore help bridge the digital divide.span style="mso-spacerun:yes"> There will be a bouquet of Government, private and social sector services under one roof in rural areas. A citizen will benefit by saving time and money in availing government services. In the first phase, Government services to be provided through CSC will be: Voter registration, Voter ID Card, Bus booking, Electricity bill payment, Telephone & mobile bills, Police complaint registration, Vacancy listings, Passport enquiry status, School Board results, REFNIC, High court cause list, Government information & Forms through websites. Additional services will be added in consultation with the departments.
